The Phillip A. Shelley Papers primarily document his academic and administrative career from the 1940s to 1974, as head of the German Department, Comparative Literature Program, General Education Program in Humanities and Social Sciences, and Courses of Study Committee of the Faculty Senate at The Pennsylvania State University. Materials include correspondence, enrollment and long range department plans, budget files, comparative literature course outlines, German Department correspondence and annual reports, minutes of the Humanities Council and other committees, reference materials on general education, and a few manuscript writings.

Philip Allison Shelley was born in York, Pennsylvania, on 7 August 1907. He earned degrees from Penn State (1929) and Harvard (M.A., comparative literature, 1930; Ph.D., Germanic philology, 1938). With the aid of an Ottendorfer Memorial Fellowship, he studied at the German universities in Berlin and Goettingen in 1933 and 1934.
